Reading a lot of books and doing a lot research will not help you. This is an art that needs a lot of practice and if you keep practicing regularly you will get better at it. Just buying the best camera and the best equipments will not help much. You should know how to use your camera well or else you may not be able to capture the images as you want them. You may have all the money the world to buy the best camera but if you don't know how to use it, it will all be a waste. It is true that having a good quality will help you but only to a certain extent. It is not the camera that will be clicking the pictures, it will be you. So it all depends on you. You should buy one that fits your needs well and then you should practice whenever you get the time. Regular practice can help you get better.
If you want to make photography your career then you can join classes and take up courses that will help you learn everything that is require in this field. This will help you tremendously. But if you are just a hobbyist then you can become a photographer just by sitting and practicing at home. You should buy a camera with the right megapixels an 8 or 10 megapixel one will do if you want to take long distance shots. But if you want to take short distance ones then a 4 or 5 megapixel one will do.
Once you have the right camera you need to practice focus, alignment, light effects, etc. you should practice how to use the light and once you do this you will be able to capture good pictures. Use your imagination and get creative and you will be able to become a photographer.
